Mexico national guard shows lighter touch with migrants after president's warning
Mexico's National Guard, accused of being heavy-handed in its efforts to curb migrant flows, employed a lighter touch on the U.S. border on Tuesday after President Andres Manuel Lopez Obrador said they did not have orders to detain migrants. Earlier on Tuesday, Lopez Obrador faced repeated questions at a news conference about photographs that emerged last week of the National Guard catching Central American and Cuban women in Ciudad Juarez, which borders El Paso, Texas. The photographs showed National Guard members, some armed with rifles, chasing female migrants and detaining them on the Mexican side of the border.

SpaceX launched its heftiest rocket with 24 research satellites Tuesday, a middle-of-the-night rideshare featuring a deep space atomic clock, solar sail, a clean and green rocket fuel testbed, and even human ashes. It was the third flight of a Falcon Heavy rocket, but the first ordered by the military. The Defense Department mission is expected to provide data to certify the Falcon Heavy — and reused boosters — for future national security launches.

U.S. aims to restart China trade talks, will not accept conditions on tariff use
The United States hopes to re-launch trade talks with China after President Donald Trump and President Xi Jinping meet in Japan on Saturday, but Washington will not accept any conditions around the U.S. use of tariffs in the dispute, a senior administration official said on Tuesday. Trump has threatened to impose tariffs on another $325 billion (256 billion pounds) of goods, covering nearly all the remaining Chinese imports into the United States - including consumer products such as cellphones, computers and clothing - if the meeting with Xi produces no progress in resolving a host of U.S. complaints around the way China does business.
